The Subhadra Yojana is a flagship welfare scheme launched by the Government of Odisha on September 17, 2024, aimed at providing direct financial assistance to women from economically weaker sections.

Under this scheme, eligible women aged 21 to 60 years receive ₹50,000 over five years, disbursed in annual installments of ₹10,000 (₹5,000 each on Raksha Bandhan and International Women’s Day).

Latest Update: On February 8, 2025, the Odisha government disbursed the fourth phase of the first installment under the Subhadra Yojana, benefiting over 18 lakh women with ₹5,000 each, totalling ₹900 crore.

Subhadra Yojana Odisha: Application Process

All eligible women who wish to receive benefits under the Subhadra Yojana must apply offline by submitting a printed application form at designated centers such as Anganwadi Centers, Block Offices, Urban Local Bodies (ULB) Offices, Mo Seba Kendras, and Common Service Centres (CSCs). There is no online application process for this scheme.

Application Process

  • Obtain the Application Form: Applicants can collect the Subhadra Yojana application form from the following centers:
    • Anganwadi Centers
    • Block Offices
    • Urban Local Bodies (ULB) Offices
    • Mo Seba Kendras
    • Common Service Centres (CSCs)
  • Fill in the Application Form: The applicant must carefully fill out the form, ensuring that all details match their Aadhaar card and bank details to avoid rejection.
  • Submit the Form: The completed application form must be submitted to the nearest service center or CSC center for verification.
  • Verification Process:
    • All submitted applications will be cross-verified with government databases, ensuring the accuracy of the applicant's details.
    • If any discrepancies are found between the Aadhaar card details and the application form, the details mentioned in the Aadhaar card will be considered final.

Documents Required

To apply for the Subhadra Yojana, applicants must provide the following documents:

  • Aadhaar Card (Mandatory for identity verification).
  • Aadhaar-linked Mobile Number (For OTP verification).
  • Aadhaar-linked Bank Account Details (Single-holder account only, must be DBT-enabled).
  • Income Certificate (Proof of eligibility under the NFSA/SFSS schemes, if required).

Important Notes:

  • If an applicant does not have an Aadhaar number or their Aadhaar details are incorrect, they must first update or register their Aadhaar details before applying.
  • If the applicant does not have a DBT-enabled bank account, they need to:
    • Open a single-holder bank account.
    • Link the account to Aadhaar and NPCI (for DBT transactions).

A list of Subhadra Yojana applicants whose bank accounts are not DBT-enabled due to NPCI failure can be accessed at the respective Block Office, Municipality, Notified Area Council, or Municipal Corporation level, as well as on the Subhadra Portal. Applicants who have not yet received the financial benefit are advised to review this list. If their name appears on it, they must visit their bank branch and ensure their account is DBT-enabled to receive the assistance.

The Subhadra Yojana is a flagship welfare scheme launched by the Government of Odisha on September 17, 2024, by Prime Minister Narendra Modi, to provide financial assistance to eligible women in the state.

The scheme aims to empower women financially, promote digital transactions, and ensure their economic security.

Under this scheme, each eligible woman receives ₹50,000 over five years in the form of ₹10,000 per year, which is disbursed in two equal installments of ₹5,000 each on:

  • Raksha Bandhan
  • International Women’s Day (March 8)

The financial assistance is directly transferred to beneficiaries' Aadhaar-linked bank accounts through Direct Benefit Transfer (DBT).

Beneficiaries are provided with a "Subhadra Debit Card" to facilitate seamless digital transactions, promoting financial inclusion and digital literacy among women. The scheme is expected to benefit over 1 crore women across the state.

Eligibility Criteria

To qualify for the Subhadra Yojana, applicants must meet the following requirements:

  • The applicant must be a permanent resident of Odisha.
  • The applicant must be covered under either:
    • National Food Security Act (NFSA) or
    • State Food Security Scheme (SFSS).
    • Women who do not possess an NFSA or SFSS card may still apply if their family's annual income does not exceed ₹2.50 lakh.
  • Age Requirement:
    • The applicant must be at least 21 years old and below 60 years on the qualifying date.
    • For the financial year 2024-25: The applicant must be born on or after July 2, 1964, and on or before July 1, 2003.
    • The date of birth recorded in Aadhaar will be considered final for eligibility.
  • Partial Benefit for New Entrants:
    • If an applicant turns 21 after July 1, 2024, she will receive ₹10,000 per year only for the remaining years of the scheme period.
    • If an applicant turns 60 after July 1, 2024, she will no longer receive benefits from that year onward.

The top 100 beneficiaries in each gram panchayat and urban area with the highest number of digital transactions will receive an additional ₹500 as an incentive.

Ineligibility Criteria

Women falling under any of the following categories are not eligible for the Subhadra Yojana:

  • Financial Assistance from Other Schemes:
    • Women receiving ₹1,500 or more per month or ₹18,000 or more annually under any State or Central Government scheme, such as pensions or scholarships.
  • Political and Government Representatives:
    • Women who are current or former Members of Parliament (MPs) or Members of the Legislative Assembly (MLAs).
    • Elected representatives in Urban Local Bodies or Panchayati Raj Institutions (excluding Ward Members or Councillors).
  • Government Employees and Pensioners:
    • Women who are regular or contractual employees of The State Government, Government of India, or Public Sector Undertakings (PSUs).
    • Boards, Local Bodies, or Government Organizations.
    • Retired government employees receiving a pension.
  • However, workers receiving honorariums such as:
    • ASHA workers, Anganwadi workers, Community Resource Persons, Master Book Keepers, etc., and those employed through outsourcing agencies are eligible if they meet all other criteria.
  • Income Tax Payers:
    • Women who pay income tax or whose family members are income taxpayers.
  • Owners of Certain Vehicles:
    • Women who own four-wheeler vehicles, except for Tractors, mini-trucks, small commercial vehicles, and other similar light goods vehicles.
  • Land Ownership Restrictions:
    • Women whose family owns more than 5 acres of irrigated land or
    • More than 10 acres of non-irrigated land.

Note: For the purpose of this scheme, the definition of "family" follows the guidelines set by the National Food Security Act (NFSA) and the State Food Security Scheme (SFSS).
