E-Shram is an initiative by the Government of India to create a centralized database for unorganized workers across the country.

Launched by the Ministry of Labour and Employment, this platform aims to improve the welfare and social security of workers in the unorganized sector by issuing them a unique 12-digit Universal Account Number (UAN).

An unorganized worker is someone employed in the informal sector, including home-based workers, self-employed individuals, or wageworkers who are not covered under the Employees' State Insurance Corporation (ESIC) or the Employees' Provident Fund Organisation (EPFO).

Registration

Workers can register for E-Shram through the official portal (eshram.gov.in) or by visiting their nearest Common Service Center (CSC). The registration process is as follows:

  • Step 3: Enter your Aadhaar-linked mobile number and the captcha code, then click ‘Send OTP.’
  • Step 4: Enter the OTP received on your mobile and click ‘Validate.’
  • Step 5: Fill in your personal details including name, occupation, and address.
  • Step 6: Provide additional information such as educational qualifications, skills, and family details.
  • Step 7: Enter your bank account details
  • Step 8: Agree to the self-declaration regarding the accuracy of provided information.
  • Step 9: Review all entered details carefully and click ‘Submit.’
  • Step 10: An additional OTP will be sent for final verification. Enter this OTP to complete the registration.

After successful registration, the portal will generate an e-SHRAM card with a 12 digit UAN number, which you can download and print if needed.

The Universal Account Number (UAN) is a unique 12-digit number assigned to each unorganized worker upon registering on the e-Shram portal. This number is permanent and remains the same for the worker throughout their employment, regardless of changes in jobs or sector.

You can also obtain your e-Shram card through a Common Service Centre (CSC). To register for E-Shram, visit a Common Service Centre (CSC), provide your Aadhaar number, and complete biometric authentication. After registration, you'll receive your e-SHRAM card.

Documents Required

To register on the e-SHRAM portal, workers need to provide the following details:

  • Aadhaar Number: Must be linked with a mobile number.
  • Mobile Number: Preferably the Aadhaar-linked mobile number.
  • Bank Account Details: Including account number and IFSC code.

Note: Workers without an Aadhaar-linked mobile number can visit the nearest Common Service Centre (CSC) for biometric authentication to complete the registration.

Update

  • Step 1: Go to the shram.gov.in.
  • Step 2: Click on ‘Already Registered’.

  • Step 5: Click on ‘Send OTP’ and enter the OTP sent to your registered mobile number.
  • Step 6: Now, you can change the details in your UAN, and after making the changes, click on ‘Submit.’

You can now download or print your updated UAN.

Download

  • Step 1: Visit to the e-SHRAM portal.
  • Step 2: Click on ‘Already Registered’ and choose the ‘Update/Download UAN Card’ option.

  • Step 4: Enter the OTP received on your mobile and click ‘Validate.’
  • Step 5: Confirm the details displayed on the screen and click ‘Preview.’
  • Step 6: Click ‘Submit’ and enter another OTP for final verification.

Your e-SHRAM card will be generated, and you can download it from the portal.

You can also access e-Shram services like registration, updating your profile, downloading your UAN, and viewing your profile through the UMANG app.

What is E-Shram?

E-Shram is a national database of unorganized workers launched by the Government of India to improve the welfare of labourers in the unorganized sector.

The portal helps workers register themselves to receive social security benefits, making it easier to track their needs and provide targeted assistance in the future.

The top five states by registrations are Uttar Pradesh, Bihar, West Bengal, Madhya Pradesh, and Maharashtra. The leading occupation sectors include agriculture, followed by domestic work, construction, apparel, and miscellaneous jobs.

Objectives

The e-SHRAM portal serves several key objectives, aimed at transforming the social security landscape for unorganized workers in India:

  • Centralized Database Creation: To establish a comprehensive, national database of unorganized workers, including a wide range of occupations. This database will include workers such as construction workers, migrant workers, gig workers, platform workers, street vendors, domestic workers, agricultural workers, MGNREGA workers, and ASHA workers, among others. The database is linked with Aadhaar numbers to ensure accuracy and inclusivity.
  • Integration of Social Security Schemes: To streamline access to social security schemes by integrating them into the e-SHRAM database. The portal will facilitate the linkage of existing schemes such as health insurance, pensions, and accident insurance. It aims to improve the efficiency and reach of these programs. Integration will be achieved through APIs connecting the e-SHRAM database with various governmental and non-governmental agencies.
  • Efficient Information Sharing: To enable seamless information exchange between the e-SHRAM portal and various government departments. The portal will allow the sharing of data with multiple agencies to facilitate the implementation of social security schemes. This will enhance the delivery of benefits and support, making administrative processes more efficient.
  • Portability of Benefits: To ensure that social security benefits are accessible to workers regardless of their geographic location. The database will support the portability of benefits, allowing workers to retain and access their entitlements even if they move between states or regions. This will be managed through a centralized system that tracks and updates worker data in real-time.
  • Emergency Support: To provide timely assistance to workers during national emergencies or crises. The e-SHRAM database will be used to identify and support workers affected by emergencies, such as pandemics or natural disasters. Emergency response plans will be integrated with the portal’s database to facilitate quick and efficient aid distribution.

  • Social Security Coverage: Registered workers are provided with accidental insurance coverage of ₹2 lakhs under the Pradhan Mantri Suraksha Bima Yojana (PMSBY). The portal aims to include additional benefits such as pensions, health insurance, and more in the future.
  • Access to Government Schemes: The portal connects workers to a range of social security schemes administered by both central and state governments. This integration enhances the efficiency and reach of these programs, ensuring that benefits are delivered to eligible workers.
  • Emergency Assistance: The e-SHRAM database can be used to provide support during national emergencies, such as pandemics or natural disasters. It ensures that workers affected by crises receive timely assistance.
  • Portability of Benefits: The centralized system allows workers to access their benefits and information regardless of their location. This portability is crucial for workers who migrate for work or relocate frequently.
  • Efficient Administration: The portal improves the administration of welfare schemes by providing a centralized database of workers. It enhances the accuracy and efficiency of benefit distribution and scheme implementation.

Eligibility Criteria

To be eligible for registration on the e-SHRAM portal, workers must meet the following criteria:

  • Age: Between 16 and 59 years.
  • Income Tax Status: Not an income taxpayer.
  • Sector: Workers in the unorganized sector who are not covered under the Employees’ Provident Fund Organization (EPFO) or Employees’ State Insurance Corporation (ESIC). Examples include:
