- Applicant's age should be between 18 to 79 years
- Must belong to a family living below the poverty line as per Government of India norms
- Must have a disability as defined under the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 and the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation, and Multiple Disabilities Act, 1999, with 80% severe disability.

- Should not be an income tax payer
- Either the husband or wife must be aged 60 or above.
